I know every title has its ups-and-downs, but overall is this a good series to read?

Also, does Batman encounter Scarecrow and/or Killer Croc in any of its arcs?

The quality was all over the place. "Snow," a pretty recent arc with story by the guys that did Chase and art by Seth Fisher, was great. The last issue, by Christos Gage and Phil Winslade, was also really cool.

I loved it when it first started; but the creative teams were only doing 3-5 issue arcs, with an occasional 1 or 2 parter. The first 20 were great, and I've enjoyed what I've read of the rest...but I pretty much lost interest when they set it in modern continuity. I love reading early years type stories...LOTDK, LOTDCU, Secret Origins, Batman year 1 and 2, JLA Year 1, year 1 annuals, other comics year 1 stories, Man of Steel, For All Seasons, Birthright, Emerald Dawn1 and 2, Showcase reprints, Aquaman Time and Tide, The Oddesey, etc.

Thanks! I really appreciate the responses.

Anyone else?

I'd say almost all of the first 50 are great apart from the odd ones. I stopped buying it at 70something. Faith, Blades, Heat, Face, Turf, Mask, Faith, Gothic, Venom, Flyer, Destiny, Vows, were all fantastic in my view. In fact Mask blew me away, still one of my favourite Batman stories.
Scarecrow and Croc didn't appear while I was collecting but may have done later. It tended to be new villains.

Scarecrow appeared in a storyarc also guest starring Hugo Strange and Catwoman, titled 'Fear' or something like that, but I haven't read it myself yet.

It's a good story, by Doug Moench and Paul Gulacy, IIRC. It was once released in a trade, but I think it's out of print.
