I don't Think Black Adam Is responsible for the Destruction in bialya?
He did act as a 'TANK BUSTER' to the bialyain army, maybe he destroyed their military, but remember DEATH (The Remaining horseman at the time) Was still in the country when Adam started his ARMY killing rampage, Death would have been ten times stronger than before, now that the 3 other horsemen were dead, he absorbed all their power, plus the power he absorbed from the dead army personals that Adam had killed, i think death massacred the whole country while Adam wrecked their army.
Plus if Adam killed everyone, how come a reporter survived?
Plus there is rumors (rumors come thru in comics) of a black adam mini or ongoing.
Dc would not publish an ongoing series starring a homicidal maniac killing machine, (Please nobody mention hal Parralax Jordan)
I also think Atom smasher will uncover the thruth about bialya and save adam, before he dies
