We all love Batman's rogue gallery but i think that Batman would be more better if he had to fight more crime lords or crime families. One think i loved during B:TAS was the fact that despite the action of Batman's colorfull villains,Gotham City had a more solid organised crime in the series.Rubert Thorne wasn't kingpin but he had a vast amount of influence and was a formidable foe.Even Penguin before his revamp as a legitimate businessman in New Adventures of Batman and Two-face were powerfull inside the underworld.
I believe that DC should make more stories about Batman fighting organised crime instead of his crazy villains.

I agree, but I think it's the crazy villains who sell books.

Of course and i don't say to throw most of his villains in limbo, just create a balance between Batman's colorfull villain and organised crime. Also give the spotlight to more sane foes(like the Penguin and Rubert Thorne).See the case of Joker. He is one of the greatest villain in comics but they overused him so much that i believe he needs to put aside and let other villains to shine.

the crazies can be the charismatic figures at the head of crimes.
integrating a brand name like the scarecrow or the joker into a criminal empire attracts crazier more violent enforcer types.
I agree, but I think it's the crazy villains who sell books.
And probably 'easier' for most of the talent to write. More facile and less complicated.

They should also add corrupt police and mayors, as Frank Miller did in Dark Knight.

I believe they do need more organized crime figures. That's basically what they were doing with Black Mask.

I would say that, besides Dini, there have been very few stories that used his colourful villains in the last years, and even less good ones.
(Excluding Black Mask, who is now head of organised crime.)
I think because, since Hush, nearly everyone has been doing stories about some old nemesis attacking Batman personally.
Organised crime in the "Long Halloween" fashion would be nice, but for me there are certainly not enough good Scarecrow/Two-Face/Poison Ivy/Ventriloquist stories being published.

I'd like to see a few more crime fuigures that AREN'T freaks like Penquin or Black Mask. Give me some old fashioned mobsters in suits and I'll be happy.

Rupert Thorne himself would be a good start. Import him into Gotham City, and make him to Batman what Kingpin is to Daredevil.

MASSIVE SPOLIER ALERT!
Black Mask was killed right before the OYL jump by Catwoman.
And currently what little organized crime is in Gotham is in major disarray because of what the Huntress did over in Birds of Prey. I.E. temporally seizing control over one of the families in order to make a complete crime bible of all the Families which she then handed over to Batman.

I talked about this briefly in a Rumbles forum match-up, the Joker vs. the Corleones, a while back. My belief is that such a family would be an excellent addition to Gotham City, but would almost inevitably fail unless DC Comics were to come up with a writer whom actually understands what a crime family is a does. It would die, as a worthwhile addition to the story, the moment any writer decided to use it simply as a source of dumb muscle for Batman to kick the crap out of in various backstreets and alleyways (as would inevitably happen).

Well, Penguin, when not drawn as a misshapen birdlike freak, really is just an old fashioned mobster in a suit.
In fact, if I were to revamp the Penguin, that's exactly the way I'd handle him: just a mobster. Oswald "Penguin" Cobblepot, one of Gotham's leading crime bosses. No freakishness whatsoever.

criminals suck.
mobsters deserve to get the crap kicked out of them in alleyways.
i don't mind it.
they can pull a sonny crocket and have matches malone get too deep in with some mobsters to the point where bats has 3 working identities, but i'm not sure fans would buy that, but one of the best BTAS WB episodes was when bruce lost control from getting anti-fear gassed.

What mobsters deserve and how they should be portrayed in order to make a crime family a worthwhile addition to a Batman story are two entirely different things. An intelligently written crime family would not be throwing around enough muscle in Gotham City to give Batman a regular supply of misc. thugs to beat down. They would be more inclined to keep a low profile, while possibly taking limited steps to hamper/shut down the activities of Gotham's flashier villains. Order, not chaos, is beneficial to 'business.'

Yup. It was established in the first OYL Batman arc, and then never built upon. Kinda a shame, as Shark hadn't appeared much, and has a history with Two-Face

I think Huntress is the one always dealing with the mobs since she's from a mob family.
Maybe not strictly mob , but the batman family mini series where a new organised criminal network settles in gotham was very interesting. The characters introduced in that mini were pretty cool , shame that some of them since then have become cannon fodder.

I think the concept of Batman fighting crime might be a good idea,it could add a more down to Earth feel for Batman against villains.

Do you mean Year One? I don't remember any corrupt police or mayors in TDKR
