What effect would the Power Cosmic have on the damaged X-gene in mutants? Could he use his limitless power to give mutantkind a second start ala how Wanda used her god-like ability to take it away?

Considering the X-Gene isn't damaged but completely missing... probably nothing.

On a global scale? I don't know. But by using cosmic senses to postcognitively scan what a former mutant was, I'd say he could then use his energy manipulating powers to change them back, in accordance with that template.

She'll be coming back pretty soon anyway. I wonder what lies in store for her in this crossover... IF... she's involved at all.

Two questions: when did Franklin Richards get his world bending power back and when did Sinister, Beast, Jamie, or Reed have the power to bend the laws of science?

Franklin's power situation has been all over the place, but I believe his reality altering mojo is once more locked inside his subconscious(and he was listed as one of the "198" in the 198 Handbook).
Jamie Braddock can alter reality, but he's a right loon, so he'd never restore mutantkind.
Sinsister apparently will restore SOME mutants with his genetics knowledge in the summer X-over.Beast knows something about genetics but not nearly as much as Sinister, and Reed Richards less so.
I don't believe the X-gene is gone, because if it was how are those mutants who are subjected to the Terrigen Mists getting their powers back? Magik might be the best hope to restore mutantkind because it was Wanda's hex magic that took away their abilities in the first place.

Best explaination Ive seen for that question is that X-Gene only seems to be the activator.
The nature of their powers is likely encoded within' every gene. Just lack the activator.

When he was tortured by Doc Croc, bringing to the surface his latent abilities to shape reality. Even insane, he's created a pocket dimension and brought his sister back to life.

I seem to recall from issues of New Mutants that Illyana's "evil" magic usually has rather bad, unintended side effects. I think she would refuse, even if she could.
Meanwhile, I don't believe she could restore mutant powers if she wanted to, although, like Loki, she might be able to imbue humans with magical powers (e.g., the Absorbing Man). Basically though, if Strange with his superior knowledge and resources can't do -- and Strange certainly would if he could, since he feels responsible -- then it seems unlikely Illyana could either.

I think with Illyana, it isn't neccesarily the giving back but more the taking away - her sword pretty much destroys magic mojo so she could, in theory, cut right through Wanda's tangled hexes. Which might do something to fix matters - it might not restore mutation to someone but it might enable a mutant to procreate and continue the race.

Doesn't that kind of assume there's some kind of magic "spell" left on the former mutant? By my understanding, when Wanda used her hex power, the targets were transmuted, and there's no trace residue "holding in" the effects.
Otherwise, shouldn't Dr. Strange be able to "reverse" the effects too with a counterspell? Since we haven't seen him do this, I assume he can't.
Sorry, I just don't see Illyana being any good here.

Basically you just get Phoenix (Jean or Ray) and rebuild people from the ground up. Like Jean did with her sister and Ray did with Scott and Sue.
Now I know Jean's in limbo, but Rachel is heading there which means Jean should be back after that!

i do think its missing...if you look at alot of the interviews from the x-universe creative teams and editors, they seem to be using the term "surpressed" instead of eliminated alot in terms of what sw did...so i figure its still their just masked by sw's chaos magic/reality altering abilities.
the power cosmic should be able to fix it though, but it should require a more powerful weilder..like galactus himself.
now that would be a space adventure...the xmen seeking out galactus to save them from extinction :D
