#88-91 and ILLUMINATI #1 are prologue material, but they're not really crucial.

After all, given it ties into both Planet Hulk and the coming World War Hulk, they included it in the HC.

Thanks for the replies. Where does the story about why he is sent to space take place. I heard someone mention the reason is for what happened in Fantastic Four.

It happens in a couple of places. We see it from Hulk's point of view in #91. We see it from the Illuminati's point of view in their one-shot.

As for the FF issues, I haven't read them, but I gather that Hulk's rampage there is used as the Illuminati's rationale for sending him into space.
