1. Doctor Octopus
2. Venom
3. Lizard
4. Green Goblin
...
And the rest are crap. Yes, yes, I'm just kidding, everyone remain calm.
Seriously, though, they need to make an old school villain that no one ever expected to amount to anything come back and totally dominate and haunt Spidey's life much like the Green Goblin has all this time. And they should get rid of Green Goblin once and for all. His mere presence is an abomination. They should have left him dead. And if they won't kill him off again then he needs to stay far away from Spidey in his little Thunderbolts team and never return to a Spidey title again.
Don't get me wrong, GG was a great villain back in the day, but he needs to just go away. Oh, and whichever villain returns with a vengeance needs to be someone who isn't actually insane.

This one's kinda tough but I'll give it a shot.
1. Norman Osborne (yes osborne as his self and not GG)
2. Venom
3. Green Goblin (Harry Osborne)
4. Doc Ock
5. Kraven ( I'm not going to specify which one b/c if you really need me to then please go away. lol)
6. Hobgoblin (i'd say Macendale and Kingsley...tied)
7. Chameleon
8. Lizard
9. Electro and Mysterio
10. Sandman
The more I get to the bottom the harder it is to pick someone b/c not a lot of the villains have been used recently and the ones that have weren't used to their potential. I still get nausceous when thinking of Aunt May poisoning the Chameleon.

no particular order-
1. lightmaster
2. doc ock
3. lizard
4. sandman (before all the silly background info)
5. original run of green goblin, nothing since
6. rhino - ditto
7. kingpin with attendant hangers-on
8. intrusive villains - like current enemies from another heroes comic crossing over. Back when Marvel had coherent series, themed villains etc. like the serpent squad from Cap showing up in Spidey sort of stuff
9. tarantula (pre turning into a giant spider)
10. punisher / jackal

2. Green Goblin (Norman Osborn)
3. Venom
4. Doctor Octopus
5. Electro
6. Everyone Else.
Okay seriously, take out Mysterio and that's how i rank them. But Mysterio has a cape, so he's awesome- that HAS to count for something in the greatest villain hierarchy.

1. Hobgoblin - only because he was the long mainstay bad guy in the animated series
2. Carnage - this guy should be as bad as the Joker. cool design too
3. Kingpin
4. Mysterio - pretty charming I think
5. Chameleon - led to some good stories
6. The Spot - nearly destroyed the word one time
7. Venom
8. Shocker - he'll have his day

I'm not going to rank them, as I'm not sure how they should be measured. How much I like them? How great a threat they were to Spider-Man? The quality of their stories?
I'll go with...(in no order)
Norman Osborn/ Green Goblin
Doctor Octopus
Mac Gargan/ Venom
Doctor Curt Connors/ Lizard
The Kingpin
Hobgoblin
Harry Osborn/ Green Goblin 2
Sandman
Kraven the Hunter
Mysterio
I go into more in my Top 15 characters thread.
http://forums.comicbookresources.com/showthread.php?t=157131
My reasons for varied. Some of the things that made these guys ineffective as villains are why I like them so much. For instance- I think Harry Osborn's a more interesting character because of his failure to live up to his father.

For me it's:
1) Green Goblin/Norman Osbourne
2) Doctor Octopus
3) Chameleon
4) Venom
5) Lizard
6) Sandman
7) Kraven the Hunter
8) Green Goblin II (Harry Osbourne)

#1. The Green Goblin - (I'm talking about the Goblin in general, not Norman or Harry specifically.) Anywho the Green Goblin has been and always will be Spidey's #1 villian in my book. He kidnapped Aunt May and Mj, cloned Peter, killled the Scarlet Spider, allegedly caused MJ's miscarriage, and killed Gwen, Peter's first true love.
#2. Doctor Octopus - He's one of my favorites. He was "The Master Planner" and was kind of responsible for Captain Stacey's death. The chubby doctor has cool powers, cool origin, and a bowlcut. What's not to love?:D
#3. Venom - He's Spidey's most vicious villian. Whether its the alien symbiote, Brock, or Gargan, Venom always has a bone to pick with ol' webhead. Unless he's too busy being an anti hero with the Thunderbolts.
#4. Iron Man - Superhero, director of S.H.I.E.L.D., and Pro- reg leader, whether you like it or not he's not on Spidey's Christmas Card List. He went from father figure to a lying, manipulative back stabber.
#5. Kingpin -Hes the Kingpin of Crime! Plus he kicked Peter while he was down during Civil War.
#6.Sandman
#7.Mysterio
#8.The Lizard
#9. Scorpian
#10. Electro

Using a generic Green Goblin definitely makes it easier, but it seems like cheating.
Let me try. Combination of being important to Spider-Man, and being interesting in their own right.
1. Norman- considered by most the archnemesis, killed Gwen, spawned a legacy of imitators
2. Dr. Octopus- made to be Spidey's toughest foe. Definitely has been portrayed over the years as Spidey's other main archnemesis, and the Master Planner saga may be the greatest Spidey story ever
3. Harry- Brought back the Green Goblin in the exact right way, with the added angst of being Peter's best friend; character growth and conflict handled masterfully by Conway; later handled beautifully by Dematteis
4. Kingpin- while done better as a DD villain, he is one of Marvel's greatest villains and had some good Spidey moments
5. Lizard- going up a little higher than he possibly deserves, but my love for the character scores him some points, even if many others are more important to the Spider-Man saga
6. Venom/alien costume- I sometimes get annoyed that he's often ranked higher than he should be for being new and cool, but the original Venom saga was great as was the black costume saga preceding it, and he is a beloved Spider-Man villain, so I'll admit he deserves to be on the list
7. Hobgoblin- again, the exact right thing to do for a sequel to the Goblin saga, reprising the basic ideas but in their own way
8. Kraven-Last Hunt is damned cool
9. Vulture- Spider-Man's first big dramatic hero/villain spectacular engagement, a man who seems to old to be a villain faced off against someone too young to be a hero
10. Sandman- went on to become more of an FF villain, and then finally reformed, but was there for some of Spidey's earliest defining moments and all-around a powerful villian-to-beat
Sorry Electro. Sorry Morlun. Sorry Jackal. Sorry Scorpion (I just don't like him that much, but I respect his prominence)
Carnage gets no apologies.
I dunno if Jameson counts. Seems a bit off. Same for Black Cat. Same for Punisher. If you count them, they probably deserve to be on the list.
The villain who annoys me the most- Tarantula. Nothing special about him that I could see, but Conway seemed to love him and kept having Spidey go on and on about how this was his most fearsome villain because of the damned spikes sticking out of his shoes

I think that the kingpin deserves a place as number 4. He recently hired a sniper to kill spiderman but shot Aunt May. Chances are shes going to die...

1. Dock Ock: Brilliant, crazy, incredibly dangerous. Dock Ock is a true madman, but one of Spidey's best villains. Like almost all of them he is in some ways a dark reflection of Peter: In this case he's the "Evil Nerd".
2. Hobgoblin: I really don't like the Green Goblin, but Hobbie was neat. Cunning, scheming, and his goals were *not* at all connected to Spider-Man except tangentially.
3. Black Cat: Yeah, she reformed. But she was so much fun as a villain!
4. Kingpin: More of a Daredevil villain really, but always had presence: In Spidey as well. (Anyone remember when Spidey used to fight, you know, *crime*? As in Mafia and crime lords with superpowered underlings?)
5. Vulture: I really liked the despicable old man.
6. Rhino: Despite being a brute, and probably a murder, there was always something rather sad about the Rhino.
7. Shocker: I just like him for some reason.
8. Mysterio: Old Fishbowl-head has a really cool design and can be used for a lot of cool stuff in general.

4) Hobgoblin
5) Kingpin
6) The Lizard
7) Carnage
8) Scorpion
9) Mysterio

Some villains are all about fighting, others are mostly about schemes. I'd say the ones with the combonations are the best. The order for me is:
1. Green Goblin (Norman)
2. Doc Oc
3. Hobgoblin
4. Green Goblin #2
5. Kraven The Hunter #1 (This one might not even have made my list if he hadn't beaten Spiderman. Considering what some guys go through trying to do this, however, the way he did it was laughably simple.)
From here on, not many have a combonation of brawns and brains. Some do, but, to me, they lack too much in one of the two areas to put them cleanly ahead of some of these next guys.
6. Carnage ( I know he's not exactly anyone's favorite villain, but this is not a list of Spidey's most popular foes. He's probably Spiderman's toughest opponent, not counting any superheroes, villains that have fought him but really are not Spiderman opponents, such as the Juggernaut, and the Tri-Sentinel, who has not made enough appearences yet to make my top ten list.)
7. Sandman (Note that he really cannot be hurt, just scatterd. The ways he can actually be beaten are very limited. In fact, they are so limited that marvel has sometimes had to invent ways that do not really add up. Spiderman imprisoning him in a vacuum, for example, did not really add up, considering that he should have been able to expand and break out of it. Another questionable meathods include the Mandarian paralyzing him and then threatening to drop a rock on him. As far as I know, that should have just scattered him. The list goes on, but I'll end here by saying that even though you should usaully except marvel's portrayl of their own characters, which is pretty much the only reason I have him rated below Carnage, I have trouble doing so for this guy. Usually the only logical reason for his loss to an opponent is that he's the bad guy.)
8. Rhino (Stupid? Yes, but despite this, I have to say that he's another villain who often loses for no logical reason besides that he's the bad guy. I mean, he's powerful enough to challenge the Hulk!)
9 Venom (Very popular, but has acheived much less than many of Spiderman's other enemies, please do not object with the fact he scared Mary Jane. He could go in front of or behind the Rhino as far as I'm concerned. I pretty much just picked randomly.)
10. Mysterio (He does have formidable weapons, but, even though this is good by itself, it is his brains that secure him a spot on this list. He may not exactly be a genius, but he was smart enough to mess with Spiderman badly.)
Honerable Mention:
Kingpin: Smart, as a crime boss, and pretty tough, but not quite enough to get him on this list. I had to debate for awhile between him and Mysterio. What tipped the scales is that he is more of a Daredevil enemy.
I could name a few more for an honorable mention, but this is supposed to be a top ten list, and I think I've already said more than many of you care to read.

Paste Pot Pete - The name alone strikes fear in the hearts of men ...
Rocket Racer - Dude, fear the skateboard.
Ringmaster - His power is a top hat ...
Boomerang - He's a baseball pitcher from Australia gon bad. Nuff said.
Kangaroo - Ummmm ... he jumps?
Hydro-Man - I know he's a "classic" villian, but I've always just seen him as a Sandman knock-off.
Typeface - Someone was smoking something when they came up with this guy ...
Carnage - Yes, he's lame enough to go on this list.
The Living Brain - It's kinda unfair to pick on the robot from one of the earliest issues, but I'm going to anyway.
JMS - Two words. Spider. Totem.
