According to this site (http://wolfefam.homestead.com/files/grindex.htm), yes, in Champions #16.

"After spending some time as the ruler of the world, he [Doctor Doom] is forced by Ghost Rider I (http://wolfefam.homestead.com/files/grindex.htm#GhostRiderI) to take off his mask, making him inhale his own mind control gas - this neutralizes its effects and frees the world."

And from the Doom entry at Marvel.com/universe:

"Following this, Doom spread a neuro-gas into Earth's atmosphere to bind the entire world's population to his will. His authority was challenged by the mutant Magneto, and they fought, manipulating the Champions, Avengers and Hulk into fighting for their sides. When Doom was attacked by the Ghost Rider, his mask overheated and he was forced to remove it, inhaling his own neuro-gas; this rendered him unable to control anyone affected by the gas. Via power gained from the Negative Zone, Doom accessed the netherworld, only to be overwhelmed by spirits posing as his parents."

The Dan Ketch/Ghost Rider and Doc Doom met during Marvel Comics Presents (around issue 100) when Doom tried to force Wolverine and Ghost Rider to kill Nightmare for him (although GR might not remember since to him it all took place in Nightmare's world)
