My guess would be some obscure Japanese rpg that never came to America.

Of course, it could just be some art some Japanese artist put on his website. In that case, yeah. Needle in the haystack warehouse of the internets.

I gar-on-tee it is not Hellsing. Unless it's some really weird fanart.

I almost want to say it's by the Korean artist Hyung-Tae Kim who does art for the game Maga Carta, but it doesn't quite look like his stuff.
