Why did Reed and Tony design the 42 to hold anti reg super heroes instead of dangerous psychopath villains who keep on escaping and killing people? If Nitro was imprisoned in the Negative Zone before his fight with the new Warriors occured, then maybe they could have avoided this whole mess.

Because then we wouldn't have a 2006 Marvel crossover event.;)

Because dangerous vigilantes are a bigger threat then psychotic murderers.

Well-
Oh hang on, they DID built it for villains at first. As Tom B specifically says will be revealed in CW6. So this thread can now safely die.

Now now Mags, you know some people don't believe in editors (they are the Santas of comics). We can also see that it is built for and possibly still houses villians from the original building of it in Kirkman's FF:Foes...available at better comic book stores nationwide!

Indeed, we both know that from bitter experience. But now now, Bulba- you know most of those same people don't believe in "referencing past comics" unless they agree with their point of view. ;)These people will claim that that isn't the same prison. We must simply tide over the 2 1/2 weeks until CW6 I'm afraid.

Makes me think of another question...
Why are villains being utilized for the Thunderbolt program? That is, why don't we nanobot up unregistered heroes that are captured and use them to hunt other heroes and keep the villains locked up in 42?
The only reasons I can see are
1) Villains "know" their enemies (heroes) better.
That's not necessarily true, a lot of times heroes might know heroes better, I mean the new Venom dude is just muscle really.
2) Villains are worse than heroes and hence nanoing them and forcing them to hunt heroes is "worse" than being locked up.
This *could* be possible, but as far as I've seen villains have been given the option of jail or working for the Government. If this was more a straight "suicide squad" type arrangement I could see it, but this seems more like they are giving them an option for redemption.
3) Villains would be more "motivated" to capture heroes.
Ummm.... yeah and kill them.

Revenge factor...like those two blokes that tried to kill spiderman while "capturing" him...they wanted to kill him and bring him in "dead"

Obvious answer there. Villains are AGREEING to it.
Unregistered heroes are being offered it, or variations on it and refusing. (See Frontline)

1. 42 was constructed so no other heroes or hero supporters would attempt a break out from the prison. There are plenty of people who would help captured anti-side hereos escape and give them support and refuge, despite the law. By having them in the Negative Zone, such escape attempts are nigh impossible.
2. Reed wanted to call it 52 but Donna Troy popped in from the DC Universe and told him it was a trademark issue in the Multiverse, and would be taken to co(s)mic court over it. Reed then grudginly changed the name to 42, the number of his favorite flavors of ice cream.

That is the stupidest theory I've ever heard! Everyone knows Reed named it 42 because he's such a big Hitchhiker's Guide to the Galaxy fan! ;)

With huge discrepancies in the Iron man- spider-man fight, the Richards' separation, the FF breakup, the conditions in 42, the throwdown in CW #4, and the fact that even today no one really knows what's in the SHRA can you really blame people for not believing in editors. I mean honestly, have any of you ever actually seen someone edit a Marvel comic? To me Marvel editors are like residents of Wyoming, until I actually see undeniable proof of their existence, I'm going to hold onto my doubts. It's gotten to the point where a few books differ so greatly that SOME people think they should be completely ignored
Indeed, we both know that from bitter experience. But now now, Bulba- you know most of those same people don't believe in "referencing past comics" unless they agree with their point of view. The problem with "referencing past comics" is that things actually have to make sense. In FF: Foes, even Reed thought 42 was dumb idea. He and the guy that designed the prison had to essentially be hypnotized into building it. The second Reed shook off the effects of hypnosis, he abandonned the prison, even though, with a few repairs, it would be harder for villains to escape from it. So unless Reed thinks the New Warriors and things like due process are greater threat to the civillian life than the Mole man, the Puppet Master, the Wizard, and whole bunch of other classic FF rogues, it makes me wonder what's changed?
