It's essentially a sequel to Batman: The Cult, but with Punisher instead of Batman.

So if you like the one, I recommend the other.

And in general you can't go wrong buying anything by Jim Starlin up 'til about June of '92

Personally I liked it alot, it was one of the first punisher I picked up when I first got into comics.

The story is pretty whacky for the punisher but it is done really well. Its a fun read because its not normal for the punisher and still done good. He isnt just killing cardboard cutout mobsters.

Has some really interesting charcters to for what it was. It reminds me kind of in terms of story like something out of sam and twitch.

I highly reccomend it.

I bought the first issue when it first came out and didn't realize it was a part 1 of 4. I didn't like it much and had trouble following waht was going on. (I was alot younger). A few years later when I had a job and was in search of Punisher stories I bought the remaining 3 issues. Overall, I thought it was very good once I read the whole thing. Being older probably helped too.
