First off sorry if this is stated before, but I truly don't understand. :(

I mean I could understand that Batman may have learned his lesson of mistrust against the heroes, in his own way, and learn to trust his extended family again, but who does the blame fall on for the construction of Brother I:

Batman for building the thing to moniter all heroes and villains, for not accepting the heroes stating their sorry for the mindwipe, for mistrusting the fate into Max lord's hands without knowing what he's capable of. and the list goes on....

OR

THe Power Pact group for mindwiping Batman and several villains, for not admitting their mistake and for not trying to apoligze to Batman and trying to do all they can to convince him to trust them again.

Also why did the JLA broke up just because of the Big 3 arugments over the Omac situtation, I'm sure that they, the Power Pact, could try to work things out without the Big 3 watching over them, right ?

Once again Sorry if this is stated before, but I just don't understand. :(

My guess would be is that the other major Leaguers didn't reform the JLA during the OYL jump because they were all too busy picking up the slack left by the Big 3's disappearance or other more pressing matters.

Hal, in particular, had his hands-full trying to fill Superman's shoes. And then there's the fact that he was a POW for a few months.

Similarly, Ollie was off retraining himself on a remote island for a few months, then jumped into getting elected Mayor of Star City. Didn't leave much time for the JLA.

Zatanna doesn't strike me as being particularly interested in forming a new League given that she holds herself responsible for all the mind-wiping that broke it up to begin with.

Hawkman & The Atom are both MIA and Barry's dead.

That only leaves Black Canary and she was busy spending a while re-living Lady Shiva's childhood during that time.

well note nightwing and Robin went with him

so that take away the leaders of...

Titans and Outsider
So that left a vacume

then the Outsider went undercover for a while. So there actully was a team

Also WW is a diplomat. So that left an even bigger power vacume cause she may of calm stuff down when she worked. Oh an APPARENLY, Donna sucked

So the heroes were busy with the big 3 abstience

I agree the JLA was probably not reformed during the Missing year because all the other heroes were busy picking up the slack. And the JLA that was formed in 52 was the most pathetic league ever. It's most-known member was Firestorm.... and, no disrespect to Firestorm, but any group that has HIM as the most well-known member does not deserve to be called the Justice League.

I'm assuming that was meant as sarcasm. For clarity's sake, in case it wasn't sarcastic, no they are not League material.
