sense most of people he lead, good or bad tend to die on him
Would you consider Flagg a good leader

Give the guy a break. It's called The Suicide Squad for a reason. I don't think it's bad leading or bad luck, just overwhelming odds.

The missions tended to be successes, so yeah he was a good leader.
The people dying thing...........like Jack Zodiac said, you don't sign up for the SUICIDE Squad and expect a long term health plan and a healthy career in the service...
He's a superb leader. Whenever he comes back I'm sure a lot of his superiors go "holy crap! They survived again?" The missions he takes are expected to be one way.

Also, half of his team didn't want to be there. Half of his team were unmotivated villains who were just doing it to get released. Heck, some of the villains were looking to escape/kill him during the mission itself. You'll notice that the core group of heroes that made up the Squad (Nightshade, Bronze Tiger, Nemesis, Vixen, etc.) suffered few casualties.
When Wonder Girl sees a villain about to blast Robin, she'll stop him. When Captain Boomerang sees a thug about to shoot Mindboggler, he'll laugh.

Considering he was able to hold together and lead a collection of loners, losers, wack-jobs and jag-offs to success more or less on a regular basis, I don't see how Flagg can be seen as a failure.
Perhaps a failure as a human being, but not as a soldier.
I hope somebody follows up with Rick Flagg again now that he's back in the land of the living again. He has a young son out there, doesn't he?

I've only been exposed to Rick Flagg due to New Frontier and in Checkmate but he seems like an experienced enough guy to not be labeled a bad leader. It seems more like horribly bad luck but given his position in various Suicide Squads it sort of goes hand in hand especially since he survives seemingly every encounter.

Flagg was such a failure that when he tried to blow himself up with a nuke, he still managed to survive.

Considering he and his squad are sent on suicide missions with minimal support and no back up, are fully considered expendable and most of his soldiers want to kill him... yeah, he's done pretty well.
