I believe you mean Crispus Allen. It was revealed in the Crisis Aftermath: The Spectre #3 that he only used Crispus as a host for that one appearance in IC, against his wishes.

He didn't. We saw the physical form of his soul being tortured in Hell, but he's very much alive. Just soulless.

Even so, we don't for sure that he was alive when we saw him in Justice League. He could've been a ghost with some kind of tie to the mortal plane.
