I'm confused. Kandor in the post-Crisis DCU was an alien city miniaturized by the Milton Fine Brainiac. Then Godfall introduced a Kandor masquerading as the old pre-Crisis Kandor, which had actual living Kryptonians in it.

What's the current state of the bottled city? I know Supergirl and Powergirl paid Kandor a visit. Was it retconned by Infinite Crisis into something more like the original Kandor?

I hope this is the case, as this could be the place from which we logically get a new Zod, and it could also be the explanation for this new "Superboy" in Action Comics.

Godfall had Kryptonians living in Kandor? I don't seem to recall that. Any Kryptonians in particular?

Whether or not they're actually Kryptonians is being kept intentionally vague, I think. The important thing is that they think they're Kryptonians but they've been isolated for so long they've become a warped and twisted version of Krypton that is something else altogether.

Post-Crisis, it was created by a Wizard named Tolos.

Post-Birthright, it went back to being a Kryptonian city abducted by the spacefarring android Brainiac. As per Godfall. (Superman's continuity was being revised at that point.)

No one is quite sure why it's filled with aliens but if we follow the story from the fake Krypton in RETURN TO KRYPTON, Zod used it as a concentration camp for stranded alien astronauts.

Some, like Preus, claim to be Kryptonian but display slightly different powers. There does seem to rampant racism among those who consider themselves "pure" Kryptonians.

My personal theory is that Zod, using racist logic, had his soldiers breed with the aliens in the city to "purify" their race. So some or all have some Kryptonian blood but few or none are actually fullblooded Kryptonians.
