Quick question: Bludhaven getting nuked, is that part of another story line? Infinite crisis? The book just seems to mention it and then never talks about it again.

Yes, it happened in the opening pages of Infinite Crisis #4.

Considering the Earth 2 Superman just told him that they were planning on destroying the world, I'm not sure why Batman felt it prudent to be dicking around with Jason Todd and the Joker at that precise moment.
