Jin in Tekken 4 was one of the most broken Tekken characters in the series' history. If you check out most of the T4 tournaments you will notice that Jin would always be either in the finals, or semi-finals.
To quote someone from tekkenzaibatsu.com
Why is Jin called cheap?
Actually it's: Why are Jin-players called cheap?
Well, I woudn't say that he's cheap, just like that. The thing is, he's got some very easy, VERY good moves that are easily abused. He doesn't have to be cheap. It depends on the way you play him. There are many cheap players out there, but also some who play him differently and not the cheesy way. Respect to those.
This is the three main reasons why he's considered cheap:
1) b,f+2,1,d+2* / jfls --> Guaranteed on counter hit, juggles, one of the best tracking moves in the game, pretty fast, the just frame is unblockable, can only be sidestepped to the right, safe on block, high damage.......etc, etc, etc,......<---This move is just crazy.
2) 2,1 --> Very fast, second hit guaranteed if the first hits. Very good for set-up's.
3) b+2+4 / Parry --> VERY good, parries mid and high. It takes only 2 frames to do and it's open for 20 frames. The best (worst?!) thing about his parry is that it's gives Jin some ridiculously big frame advantages.
I'm a Jin-player myself and I admit that Jin is easily played cheap, and when he is, he's close to be unstopable. The three moves I mentioned above are abused alot, by many Jin-players.
In many tournies, it's all about jfls's, which is very boring to watch. Therefore only REALLY good Jin players are "respected" and gets credit.
They need to have a different, special Jin like MDJ's or JinKid's.

Some of these characters being listed are confusing the hell out of me. Jann Lee, Vega, Steve Fox? Well, whatever. The gold characters in GGX2 were cheap as hell but they were supposed to be, so I'm not sure that's even worth mentioning. SvC: Chaos had broken characters all over the place

Jann Lee - Even noobs and button-mashers can be good with this guy. Seriously, I feel like using Jann Lee decreases the difficulty by two levels. When using other characters, sometimes the AI is pretty tough, but when using Jann, they're punching bags.
Vega - I have clue about this one. Maybe he's talking about SvC: Chaos?
Steve Fox - Between him and Nina, they are the most broken characters in Tekken 5.
I would also like to add Kung Lao and the "monster" characters in Mortal Kombat Armageddon, especially Onaga and Blaze.

Hmm, okay...first What do you mean by 'broken'?
But I can see it, but I am a Jin user from both 4 and 5. the moves mentioned above I do not use much (if I am translating them right...1 being left punch, 2 being right....yeah?)
But any character can have such moves. from Tekken 2-4 ( and maybe 5, never tested enough) both Kazuya and Heihatchi (Jin in Tekken 3) thei main punch combos (the ones with lp, lp, rp or lp, rp, rp) were garenteed to hit the second and thirds parts of this attack as long as the first hit.
All characters have moves that people can exploit.
BTW, ddoes this website know where Tekken tournements are held in the UK?

Jinpachi *Tekken 5*, fireball is way cheap
Abyss *Soul Calibur 3*, On hard or higher is is cheap as hell and just uses long rang powefull attacks and annoying combos.
Night Terror *Soul Calibur 3* same as Abyss but even cheaper, the lazer attack is way powerfull
Zangeif *Marvel vs Capcom 2* the powerbomb move is way overpowerd

I think I read somewhere that the creators of Tekken were trying to compensate for Steve Fox's lack of kicking by making his attacks slightly more powerful. Unforetunately, they went a little bit overboard. I myself don't consider Steve to be cheap. He's like middle-high tier.

What I find cheap about him is that he is quick, real quick.
I have strategies against Steve and someone pretty similar to him (if you think about it), Hwoarang, when using my best characters (Craig, Hwoarang, Jin, and Asuka).
1) When using Hwoarang against Steve, I keep him at bay with kicks. Simple, though I do a variety of moves to make sure he doesn't dodge and counter. When against another Hwoarang...... I aim low most of the time. Alot of Hwo's moves are mid or high, so lows aren't expected.
2) When using Craig against anyone, I keep them away and tackle them. Or throw them into a mount position (ie: Northern Lights Suplex into mounting position). That's my normal strategy, but when against these two, who clearly focus on either kicks or punches, I do the correct counter-into-mount.
3) When using Jin against them....... Well, all I do is either kill them, or parry and then kill them.
4) When using Asuka against them, I grab their attacks, and aim low.
Asuka works best for me against these two. And for some reason, my twin uses Paul against practically everyone.

Vega is similar to Jin in Tekken 4. He isn't really a cheap character but his moves can be abused. A friend of mine knows can get cheap with Vega in Capcom vs SNK.

I can handle Steve and Hworang...although Beak ain't easy. the way he swtiches from high to low quickly can be annoying.
Steve, I found is hard to block or dodge. Ducking is hard as some of his punches are mid. Dodging is fine but again some of the combos feature punches that can hit you even when dodging. I find the best way to stop him from doing a string of attacks is to as he moves in, to a quick low kick, stops him and gives to time to perform a move.
I mainly use Jin (and devil jin when needed) Bryan and Lei. Lei is great against steve.

Akamaru in the Naruto: Clash of Ninja series is pretty cheap.
In Bloody Roar: Primal Fury, with Infinite Hypermode on, that Phoenix guy is INCREADIBLY cheap. He even has a third super. Noone else has a third super! Not even Uranus!

Well, I don't know about AI. Against humans Jann Lee seems pretty weak, since he's such a basic, straightfoward character, he's pretty easy to counter. And most of his moves aren't that strong
Vega is similar to Jin in Tekken 4. He isn't really a cheap character but his moves can be abused. A friend of mine knows can get cheap with Vega in Capcom vs SNK.
How can you abuse Vega's moves? He's a charge character, you couldn't spam his specials if you wanted to. 0_o
yeah, I'm nosy.

LOL. Now that guy was broken as hell. I spent about 30 minutes in practice mode with him and figured out an inescapable 100% combo. Wish I could remember what it was exactly.
Hypermode in general screwed that game up and pretty much defeated the purpose of even having to build up a meter to use beast mode/supers

It's a good thing that you aren't allowing MUGEN, because there's like hundreds of cheapies.
To be honest, there's this one guy in Fatal Fury. Whenever I got to him, I couldn't even win one round against this guy.

Kintaro (MK II) This guys worse then goro grrr
E.Honda (Street Fighter II) you could pretty much tap any button fast on the arcade version and he would punch you to death
Scorpion (MK Deception konquest mode) He is the last guy you fight on konquest and its probably one of the toughest computer based oppents I can remember, on konquest not so much in vs or arcade
Voldo (Soul Caliber II) I hate this guy he uses the same cheap moves over and over, if I could some how erase him from that game I would
Super Buu(DBZ Budokai 3) grrr I hate fighting this guy with that stupid dodge he does and then that punch that stretches his arm half way across the screen

1. Xianghua ( SC 2 + SC 3 ) She's just too good !
2. Setsuka ( SC 3 ) That might be because I'm not used to playing against her, but after watching my vid of me fighting her....
I find her a bit hard to predict.
I don't have enough experience against Mitsurugi or Sophitia ( SC 3 ) !
I think they're top tier.

Cervantes is an example of a top-tier character. I don't know about Sophitia (I still believe Cassandra is better), but Mitsurugi is also very good, but mid-tier.

Agree here, I had several friends who loved this character. He's a button slapping character, just need to sit there and mash away. Its almost a skill black hole.

I just find Maxi hard to control which is why I don't use him.
Xianghua can be frustrating because of her speed, but I haven't fought against her in a tournament in awhile.

it is obvious that you lack experience on SF II. :D
against ryu and ken, if they get hit with the first blow, counter with a hadouken. it will immediately go into a bug. honda will never hit you again. ever. :D
using guile, keep doing sonic boom, immediately after that press up. guile will levitate, keep doing that until you went up and over the screen 5 times. use ur shadow as a target to your opponent, then press down kick. he will grab the enemy and do 90% damage. :D
blanka, ken, ryu are the cheapest of them all. blanka will electrocute you until kingdom come. and ken and ryu can beat you in 2 seconds. believe me. :D

Chun-Li in SF2. If you knocked your opponent down and timed it(not even that well timed) you could press down and high kick and sweep your opponent before they even stood up. They rectified this problem later I think, but in the first wave of the stand up arcade versions of this game it didn't matter if you blocked, the sweep just knocked you down before you stood up.
