No they were totally a running gag. You'd never see them but they would always be playing a practical joke on the Thing.

Now Scratch always getting distracted just as he's about to unleash and evil plan is hilarious. =D
One of my favourite running jokes is the "Robot Man" on Chappelle's Show (the guy who's randomly doing the Robot everywhere).
