If he was ever inclined to take sides in human politics, I think he'd just go along with what Richards and Grimm tells him.

he doesn't live on earth and I might be wrong but I think he wouldn't care, I got the feeling in the series that he'd prefer to be out in space traveling the stars. Besides what would the people of earth think of him returning to galactus as the herald again during annihilation, I wouldn't be surprised if he decided to stay on as galactus's herald and to take him to different planets, even if they were inhabited or not. (just my wishful thinking) so no I don't think he would take sides at all, just leave him in space.

Agreed. He'd try to be above it, except as it impacts his friends, Dr. Strange, the FF, Ben Grimm, Reed Richards, and the Hulk. If he found that the Hulk has been shot off into space, I think he'd be very suspicious and tempted to go get him and bring him back... if only to piss off those offensive humans!
I think Dr. Strange could influence or convert him to assist, but I really think the surfer would remain above it, except for the tragedy of it all... (See Silver Surfer #1-9 volume 1)

Silvy did meet up with the Hulk in the midst of the Planet Hulk storyline. He offered to take Hulk back to Earth, but old Jade Jaws declined, choosing to remain on the planet he's on now.

Oh sorry, I'm not following the Hulk storyline.
Once the illuminati betrayed him by shipping him off to space, I bailed...
after all, I was around the first two times they tried this also...:D

I think that he would stay neutral, but would try to reason with both sides, do something to stop the war. I don't see him just doing nothing and letting heroes die on both sides.

I think, given his history with the Earth (in particular, the time when he tried to make the Earth a unified world by giving them a singular cause to rally against- himself), that he might very well be inclined to be pro-registration.
Now, how he would act on that, I'm not certain. I think he would try to prevent all the fighting and work out a more amicable situation for all, despite his personal inclinations, but he's also been written as somewhat shortfused by some writers in the past, so who knows?
At the risk of being flippant - the winning side.
Hypotheticaly speaking he would represent a shift in the balance of power that would either win it for the anti's or assure the victory for the pro's.
Marvel knows this - thus Annihilation is a convenient event (a rather good convenient event) to make sure the true powers are otherwise distracted (even if they would care at all).
*Silver Surfer (as seen in Planet Hulk recently) kicks ass.

When Cable recreated his ship Greymalkin (in Cable & Deadpool) the Fantastic Four asked the silver surfer to help them fight Cable wich he did.
So i gues the surfer would care and would pic the side the FF are on.
although thats a wierd logic seeing only reed Richards is a really Pro guy atm.

Surfer has a good deal of trust in Reed (as he should). But I suppose the same thing could be said for Strange, who is against (though not actively so).
There's enough people on both sides that he respects for him to be on the fence if he's relying on the opinions of others rather than deciding for himself which is right or wrong.
Ultimately though, I do think this whole thing more than anything else will turn him off to humanity. He'll care less and probably just leave.

I don't really think he's that kind of being and I'm not the most knowledgable person when it comes to SS. I agree that he would see such things as inferio matter in an overall prespective.
S.H.I.E.L.D can't really hope to defeat or detain the SS, can they?

Dr. Strange is meditating not eating orso for 30 days in the hope that the Pro and Antis wil think it over (some CW issue the pro side tried to recruit him), Namor had his people hunt down Nitro and Nitro is currently a guest of Namor (wolverine CW tie in).
i am more interested in Black Bolt tbh.
And if the Surfer would come i guess hed say this:
Guys i saw the Hulk a while back on this strange planet and Man he is pissed at some of you guys.

I think surfer ultimately believes in the whole freedom of choice premise, therefor he would be anti... I also would think that with his new attitude shift and everything he would be visibly angry about what everyone did to the Hulk... Id say anti for sure.. he can curb stomp Thor while he's at it :-P
Hmmm... thinking about the situation, I almost think the Climax of Civil War would be a great time to re-introduce the Defenders.
As Caps side is vastly underpowered, they'd certainly tip the scales.
Though Surfer and Hulk are pretty busy these days, so it's unlikely.

I agree that the Silver Surfer would most likely not choose a side since:
1. He isn't from Earth and isn't there half the time anyways
2. It goes against his drifter personality
3. He is powerful enough to hold his ground against pretty much any hero from either side.
That being said, if neutrality wasn't an option, the Surfer would end up anti-registration. He has teamed up with all sorts of heroes and respects their nobility and self sacrifice more than anything else. He would sympathize with heroes having their freedom taken away because at one point he had his taken away.
