What villains would you like to see battle the Justice League after they reform?
My team would be:
Superboy Prime
Triumph
Monarch
Supergirl Black
A White Martian, possibly Protex of the Hyperclan
The General
Eclipso (Jean Loring version)
Cay

That's like a massacre. Why not throw Darkseid on there? Also, it's doubtful that a majority of those villains would work together.

Hmmmm. I don't know. Seems like you just built it with the most powerful characters you could think of. Superboy Prime fought the entire DC Universe single-handedly because he thought he was a better hero than all of them put together. Explain to me why he's going to join The Injustice Gang.

Isn't villians finding ways to work together part of the fun of super-villain teams like the Injustice Gang? I mean, the Joker shouldn't really be able to work with anyone, and yet he has before with mixed results. You just need to put a master manipulator like Luthor in there to explain that problem away, although that idea has become fairly cliched too. Maybe let someone else be the evil mastermind next time?

That's like a list of masterminds... practically. I could see each of those handling their own team, maybe.
My roster:
Lex Luthor - The brains and default leader. Brings in the money and resources.
Sinestro - Cold and calculating powerhouse of the team. Ties to Qward allows interesting weapons to be brought in.
Faust - The bad guys need a magician and Faust is possibly the most dispicable of the lot.
Dr. Light - More powerful than he realises, as seen in the last JLA series he's a real powerhouse when under Luthor's direction.
The Calculator - Intel for the villains, electronic attacks on foes. To have a real chance of beating the JLA, the villains need good, solid intelligence and that's what the Calculator provides in spades.
The Cyborg - AKA Hank Henshaw. He's not all that bright and thus controlled by Lex Luthor - powerwise he's very useful, able to stalemate Superman at least for a while. His control of technology would be extremely useful.
This six would form the core of the Injustice Gang, with Luthor employing others as his plans and circumstances call for.
Possibilities but rejected:
Zoom - He's just too powerful. Far faster than any Flash, he'd be able to rip apart the JLA single handedly more or less. He's also not all that interested in world conquest or getting rich - he wants the heroes to be better which, while occassionally resulting in beating up the Flash, doesn't really mesh with IG motives.
Dr Polaris - Powerwise, he's perfect. Unfortunately he's too insane to work in the team.
Grodd - Simply wouldn't get along with Lex Luthor. Too many power plays to be as effective as he could be.

That was too bad, I thought he was a neat villain.
