Get Emerald Dawn II. Green Lantern vol. 2 #123-127, Green Lantern Corps #217-219 (this one's a classic- he unleashes the sentient Mad God Sector 3600 on the Corps), #222-224 (this is the execution storyline), and then Green Lanternvol. 3 #49 and #50 (where he briefly returns to fight Hal).
While not entirely necessary, you could also pick up Spectre vol. 4 #21-23 (which is where he's officially resurrected), and then Green Lantern: Rebirth, which should pave the way for his triumphant return as Hal Jordan, and the Corps', greatest enemy.
Rebirth pretty much established Sinestro as a powerful villain - beating down both Kyle and Oliver Queen in pretty short order.
It took Hal Jordan and a surprise attack from Kyle to stop him eventually, even then he managed to escape.

It re-established him as the badass he was. In Green Lantern Corps, he killed dozens of Green Lanterns and completely wiped out Bolovax Vik, which ranks pretty high on badassery. His return and trashing of the remaining Green Lanterns was the high note of an otherwise lackluster mini, though, because it'd been far too long since any Green Lantern had an enemy nearly as powerful as Sinestro. The closest one was Nero, who was pretty much just Kyle's version of Sin.

It wouldn't hurt to purchase Showcase Presents: Green Lantern if you're into Silver Age -- Sinestro as a great schemer who just loves being evil.

I'll second Jack Zodiac's recommendation of Green Lantern Corps #217-219 and #222-224.

Green Lantern Corps #217-219 (this one's a classic- he unleashes the sentient Mad God Sector 3600 on the Corps)....I like the alien GL characters who were introduced in that story, too. That was the kind of thing I always loved and wanted more of in GL - really far out ideas for characters.
