Okay, I'll be first to admit that a supervillain has to have some class. He or she has to stand out and you have to know they're a supervillain.
I, as have you, have seen some supervillains that look like they got their costumes from 'Bady Guy's Bargain Basement'.
The funniest villain costume I've seen is the original 'The Vanisher' from the earliest X Men books. Comics afficianado Ken Gale had me look at the early X Men and when I saw his costume I fell off my drafting table screaming in laughter. Looked like he stole his mom's best quilt and dining room curtains. Even had one of those high collars that I could never understand how heroes and villains with those big collars could turn their heads and see their arch nemesis sneaking up behind them. I guess it's all that old 'Ming the Merciless' fashion statement.
But getting down to brass tacks there's one villain whom you could never mistake as being evil:
The Red Skull
The original. Here he had this big read skull head, a jump suit with a big ass swastika on the front. Not only that but he smoked a cigarette in a cigarette holder.
Just one glance and you KNEW he was evil.
Sometimes nowadays you can't always tell who the villain is fashion wise.
So my first vote goes to Cap's arch nemesis.

The Mad Mod is a natty dresser. Amahl Farouk always looked pretty fly. Of course everyone looks good in a fez.

The Saint of Killers from Preacher gets my "dressed to kill" vote.
Harley Quinn has one of the best costumes of any character created in the last 15 years. It's original, which is rare nowadays.

The Kingpin. Nothing like a shaved head, ascot with diamond pin, and diamond pimp cane to really accentuate the evilness. Justin Hammer's smoking jacket ensemble is pretty effective, too.
Loki gets points for his helmets alone. There's something about a good pair of horns that just screams "eeeeeeevill!"

Animated Lex Luthor only, though. As much as I like the prison grays, green armors, and purple shirts with huge collars . . . the animated version was the only one with style.
I know it's kind of old school, but the Ringmaster from the Circus of Crime always hit me as truly dressed for villiany.
Big green coat covered with stars, thin ratty mustache, and swirling hypno-disk on your top hat.

I vote for Doctor Doom. The cloak and hood cowl over a menancing grey armor is intimidating, only to be matched by his equally intimidating name.

Two-Face, Joker, Penguin, Ventriloquist, Mad Hatter... it's like, "Hey, we're gangsters, not acrobats!"

No one is mentioning the hotties! Maybe I should have added 'villainesses' in the title too.
The Enchantress from the old Thor comics comes to mind.
Maybe we ought to have a fashion show or something.
Raise money for sick kids. I'm sure the top designers on the planet could come up with their versions of Catwoman and the other villains/villainesses.

As for Doom, he wears a tunic. OVER advanced body armor. Nobody gives Ironman slack for not wearing pants, why give Doom problems for a "skirt". I'd say Doom easily ranks in the top 10. His looks just screams Supervillian.

Jury's still out for Riddler's metrosexual look. My current theory was that he was tired of people stopping him in the street and asking how they could take advantage of little-known government grants!
Riddler and the "little-known government grants" guy have to be at least fraternal twins, if not identical. :D

Sure they can bring over harley Quinn and revamp Mr. Freeze, but how come the Clock King didn't get that sort of treatment?
Also, if it were upt to me, I'd defintley bring back Bookworm...maybe have him working for Louie the Lilac.

That’s something I've always really liked about the Riddler.
All the way back in his first appearance he already had two different outfits. The suit and tie for day to day use and the leotard for when he was actually working.
As far as I can tell, he’s the only super-baddie who ever gets to change clothes.

Personally, I prefer the Riddler when his suit is a little more streamlined, and with more limited use of the question marks.

Luthor tops that list. Followed by any corporate villain, like Justin Hammer. Its a great look; elegant, sleek, it also hides their true motives; to take over the world. Also, its a little more what the real world's villains truly are...

What if, instead of "Best Dressed Supervillain" this thread just said "Best Dressed Characters"? Both good and bad characters can be good dressers, right?
I give points to Pete Wisdom, Jack Hawksmoor, and John Constantine.
I liked Kon-El when he first debuted. More comic book characters should dress like Joey Ramone.
