That's very hard to answer, because there are so many. Blue Beetle is a good example and he's not the only one.

Doesn't Booster Gold has like energy blasts and a energy shield? While it comes from the suit and not from Gold himself, I wouldn't consider him a "just human" hero.

Well, Booster is "just human" to the extent, that, say, Hal Jordan is. I think at some point the amount of tech you are using moves you out of that category. (I'd tend to define the category as people without innate superpowers who rely predominantly on existing, or at least plausible, real-world technology - i.e., if you can fly, you are probably out).
I'd add Wildcat (whose only superpower has been not getting old and dying) to the list. Also the rest of the Green Arrow family.

Mr. Terrific
Katana (minus the sword)
Bronze Tiger
Richard Dragon
Judomaster
Flamebird
Hawkman and Hawkgirl too maybe since they use Nth metal and weaponry.

Mr Terrific is invisible to machines IIRC.
The Question has shamanistic powers in his recent miniseries - he's dubious.
Wildcat had multiple lives (but is down to his last, making him normal).
But all the Batfamily (including Oracle and Huntress, but probably excluding Cass), and the Arrows (including Cissie) qualify. As did the Canary for a long time. Zinda (and the rest of the Blackhawks?). Which side are Savant and Creote on these days? Has Zantanna gained back her magic?
Beetle might be too much of a gadgeteer. Steel is definitely too much of a gadgeteer.
The distinguishing characteristic I use is flight.
If you can fly, whether under your own power or not, you've got superpowers. That's why Starman and Hawkman don't count, to me, but Blue Beetle does.
Lots of Golden Age characters were powerless, or essentially so. Sandman, Atom, Mr. Terrific, Batman, Black Canary, and a lot I'd be forgetting.

The Question as Jack Hawksmoor is out of continuity, I think.
Savant and Creote were heroes the last time they appeared, but Savant seemed to be suffering a relapse of villainism. I say give them the benefit of the doubt.
Zatanna has all her magic, much to our dismay.
Steel? Hmmm. I meght actually include people like him, given that there are engineers all over the world trying to develop the exact type of tech he uses. Not Booster, though.
Shame I can't include Prometheus, but I guess we can mention him in a villains thread comes up.

Well , I guess what you are saying could apply to blue beetle too . He doesn't have powers himself but he gets em from a scarab or something like that . Perhaps the original poster should be just a tad more specific . Like does he mean heroes that are not naturally born with powers ? Some people get powers from magic too, but are not naturally super . Ah well , I dunno
