So in supergirl #8, we find out that ultraman is the evil superman controlling Kandor.
So is this pre-crisis ultraman or ultraman from Morrison's Earth 2?

Well, I haven't read the issue, so I can't say, but it's probably a combination of Pre and Post Crisis since IC created New Earth with new histories.

From the "Destroyed... As was his world..." I'd suffice it's Post-Crisis-escaped-through-a-crack-in-space/time Ultraman.
But I'm probably wrong.

My inclination is to think it's the Earth-3 model since Morrison's Ultraman was supposed to be a human. But until we see if the Anti-Matter Universe was included in the INFINITE CRISIS merger, hard to say.
Joe Kelly is using Morrison's Ultraman and Owlman in his SUPERMAN/BATMAN annual. And the story is set years before JLA: EARTH 2. So there's some Crims Syndicate retconning going on. That annual sounds like the best place to check for clues.

Well, he gets his powers from yellow sunlight. The original Earth-3 Ultraman was actually a Kryptonian, so this could make sense, even though he also gains powers from that universe's kryptonite. Morrison's Earth 2 Ultraman was a human being who was given powers by that universe's Kryptonians. Somewhere in between, there's the Anti-Matter Ultraman from the Qwardian universe.
All of these universes could possibly have been destroyed. Earth-3 was recreated during Infinite Crisis, and was definitely destroyed in the original Crisis (in fact, it was the first to go- suckers!), Morrison's Earth 2 from his run on JLA wasn't shown, but could have been smashed into New Earth, but I doubt the Anti-Matter universe was destroyed with the rest. It needs to exist.
So, this Ultraman is probably an amalgamation of Earth-3, Pre-Crisis Ultraman and Earth 2, Morrison's Post-Crisis Ultraman. Either way... Supergirl sucks right now.
