That's against the law. Basically, the gov is supposed to keep the identities of heroes, who want to keep the masks, a secret. If Tony does this, then he will be proving that the law is a bad thing for super heroes.

Plus, they got the secret identities now. And it wouldn't matter anyway. What would outing do? Make everyone really mad? IM wants them to register, he doesn't want to find ways to piss them off. If he wanted to do that he'd just light flaming bags of crap on fire and put them on their front door, ring the doorbell, and run off, giggling maniacally with Spidey and Reed Richards in the bushes. Which would be a great mini-series if you ask me.

Registering is not only revealing your secret identity, it's making sure you're around so that you could be held accountable. SHIELD knows who Cap is - some of them are on a first-name basis with him, but that still doesn't mean he's registered.

Registering is also a declaration of good faith, and provides a very clear demarcation between "heroes" and "villains".
