It's a standard Golden-Age size comic book - maybe an inch taller and/or wider than a modern comic book.
In the 1970s, DC reprinted it, and a number of other historically significant comics, in the oversized "Treasury" size, much bigger than a comic book, with a new cover added on the outside. Some unscrupulous comics dealers have been known to remove the outer cover and sell the reprint inside as if it were a real Action #1.
