Just curious, for like appearances in other books and stuff.

DC currently has an editorial policy of "musical chairs" to prevent things from getting stagnant. It doesn't change month to month; more like once or twice a year. All you have to do is check the masthead and see who the editor is.
But for the easy answer, I'll go with Dan Didio.

Yeah. Editorial "ownership" appears to be a myth based on some creator (and editor) comments of late.
Now, if Grant Morrison was gonna kill Black Canary in "Batman and Son", as I understand it, Peter Tomasi and Gail's editor might talk about it. And a third party might decide.
But I don't think there's any one person (short of maybe Levitz, Didio or Jann Jones) who would get the final word.
And even then, it would be a discussion.
Now, if you want to know which editor to harrass about pitching a Black Canary series, there's an easy answer:
Any editor you think would buy the story.
If, by chance, Matt Idelsen bought it and it got the greenlight at DC, it wouldn't matter that he was the Superman editor.
However... I doubt Mike Carlin would buy a Black Canary story from an unknown. And Karen Berger is busy with Vertigo.
And... Superman and Batman stories get "in continuity" stories published all the time with minimal input from the editors in charge of their monthly books.
