What OYL Batman title and issue should i start picking up which would give me heads-up on Batsy's return after the one year hiatus? Should i start with Morrison?

That or the current issue of Detective, which is the first one written by Dini and has a self-contained story.
But there wasn't really that much change for Batman OYL. Gordon is back, Bullock is back, Two-face is back, and Batman and Robin work as a team again - that's basically everything that's different. Gotham is closer now to the iconic version of the animated series.

If you are also interested in a great year-one story, I recommend Matt Wagner's excellent Monster-Men/ Mad Monk mini-series.
