Even with Batwoman, I cannot imagine DC giving up the Batgirl franchise, since Batgirl is an iconic character and Batwoman isn't.
As a Cassandra Cain fan, I hated the Robin OYL storyline, but I guess we should assume DC hopes to turn a new Batgirl series into a top 20 seller, like they did with Supergirl (whatever we think of the quality of writing there).
So who could be Batgirl in a new series?
a) Cassandra Cain returns, the horrible mis-characterization in Robin OYL somehow explained away, maybe by a big storyline in Morrison's Batman.
Obviously my favourite scenario.
b) Barbara returns: I think Didio already said she will stay Oracle.
c) Flamebird.
(I only know her from Johns' Beast Boy Mini. She seemed like Spoiler-light to me, almost as enthusiastic and funny as Steph, but without the darker character traits that made Steph interesting.)
But I don't think Bette Kane makes much sense as Batgirl:
Has she ever had really contact with Batman? As far as I know, she was only focused on the Titans and Nightwing. But Batgirl should be focused on Batman as mentor and authority-figure - if not, why the name?
You could say the new Batwoman might be her mentor. But just try to imagine this seriously...
Whatever you think of Winick's plans for the Marvel family, it shows that DC does not want its characters to appear "silly". And I cannot imagine something more silly than a Batwoman-Batgirl team-up, even without them punching the villains with handbags.
And of course DC wanted to create publicity with the lesbian Batwoman, but I rather doubt they want publicity like the headline "lesbian Batwoman teams up with underage girl".
(I suppose Flamebird is still a teenager?)
d) Catwoman's daughter, grown-up fast.
That would make sense because I cannot see Catwoman with a baby in the house for very long.
e) Spoiler's daughter, grown-up fast.
I posted this theory already somewhere before:
Since, as far as I recall, we never saw how Shiva gave Cass back her powers after their very first fight, there could have been magic involved. So now Cass could be depowered and her martial-arts powers given to the new Batgirl, who does not really know how to use them. Cass could become her mentor. The new Batgirl could be named Carry Kelly.
