Was Donald Blake suppossed to inherit Stormbreaker?

If anyone has access to the limited Beta Ray Bill series there is a scene on the first page of issue six in which Simon Waters( who inherits the power of Beta Ray) was discovered in an alley by an unknown man.
If you look closely that man is apparantly a doctor and is holding a brown walking stick a la Donald Blake. Did anyone else notice this?

Yeah I did, it's pretty interesting.

I don't think Donald was supposed to inherit the hammer though since BRB was transported with it. It looks like Marvel didn't want to jump the gun with making Donald Thor just yet and instead saving him for in FF Civil War.
