This is something I've endured for a few months now, simply because I don't know how to get out of it.
To make a long story short, my mother and father had a rather messy divorce, and I'm finding out assholery runs in my dad's family. His niece's daughter apparently decided it would be funny to give my home address as her own. It wasn't so bad at first, I was just getting her junk mail. Until I came home and found my cable cut off. What gives? I paid the bill on time.
Fifteen minutes later I call up and find out that the cable company thought she lived here and she's overdue on her payment. I then have to explain that she's never EVER lived here and to check her previous statements. They apologize for their mistake and turn my service back on.
So the question is, how do I stop this from happening again? I don't want to come home and find my electricity turned off because someone else didn't pay their bill.

I'd report her to the police.
People can't get away with behaviour like that. What will she try next?

I'd take the bills and junk mail to her and ask her nicely to not be doing this anymore. If she refuses then go to the police.

That is a criminal act. I agree, giving a warning is more than generous on your part, after that you have to formally complain.

I'll try it--although I'm not sure what to say to the police if it comes to that. Would this count as harassment?
Don't even give her a warning. Just call the police.
Or, if you don't want to do that, return all her mail to the post office. Mark it as "Return to Sender" because she doesn't live there. But that probably won't help you much because, like you said, it's all junk mail.

Fake your own death (hire a professional hitman to make the forgery look like a real killing made to look like an accident) Undergo extensive plastic surgery and assume a new identity. Follow her around untill she flees the country. Shoot her plane down.

Well since murder is out of the question I assume, report her to the cops for fraud.

I'd report her simply because it increases the odds that you'll get all future billing mix-ups cleared. The cable company was nice, but if there ends up being a credit card company involved or something, a record that you've officially reported it will possibly be necessary to absolve you of liability.
