avengers 19 and 20

i recently started marvel comics, want to follow the civil war, where does avengers 19 and 20 fit in? they seem before amazing spiderman 528 as the war breaks out just after this comics but spidy is in his new suit which he doesnt get till in 529.

The entire "Collective" arc takes place before the NA: Annual and Civil War, I don't really know how this fits with Spider-Man since i don't buy his solo books.
