If I were in charge--and assuming I could trash continuity and character redefinitions that I didn't happen to like--I'd ask Tony Isabella to write Black Lightning and the Outsiders (or BLATO  ). Starring Black Lightning, Metamorpho, and the Creeper. That's all, just the three of them, each in their original incarnations. I've always thought that team comics have become way too bloated, and some small teams would be refreshing. Foursomes have a strong history--Fantastic Four, Challengers of the Unknown, significant rosters of Avengers--and there've been a few successful duos--GL/GA, World's Finest, Captain America and the Falcon--but trios are rare. I can only recall the very early Defenders, which happened to be favorites of mine, and the early Invaders, if you ignore the sidekicks.

The Crusaders were a metafictional team of superheroes appearing in comic books on Earth One during World War II.
The idea behind this new team would be that Kyle Rayner grows antsy on Oa, and, after the events of Final Crisis, feels he should be doing more on Earth, and requests a travelling rights to Earth from the Guardians, who see it fit to grant it to him. What preps his decision is when he finds an old copy of "The Crusaders" lying around in his apartment on Oa.
The team would operate out of Kyle's apartment on Oa, each member's domicile equipped with boom tubes leading directly to Oa thanks to Mister Miracle. They'd come together to clean things up when a cult dedicated to Desaad starts a war with the Religion of Crime in the middle of Opal City.
Ideally, there would be a subplot involving a possible romance between Ryan and Ystina.
THE CRUSADERS
Green Lantern (Kyle Rayner) -- Team Leader
The Question (Renee Montoya) -- Investigations
The Atom (Ryan Choi) -- Science
Manhunter (Kate Spencer) -- Legal Representation (Lawyer)
Loose Cannon (Eddie Walker) -- Muscle/Legal Representation (Police Officer)
Animal Man (Buddy Baker) -- Wild Card
Starfire (Koriand'r) -- Intergalactic Diplomat
Shining Knight (Ystina) -- Mystical Connection
Mister Miracle (Scott Free) -- Stealth/Infiltration

I loved the all new Atom stuff and would love to see a team built to deal with the imbalance of science and mystical energies that seems to be affecting Ivy Town, and could affect the rest of the Earth. I'm terrible at team names but I would go with the following:
The Ivy Leaguers
Base of operations: Ivy University and Shadowcrest, linked by a technomagical portal.
Zatanna Zatara Brings mystical knowledge and power to the group. Helps to fund the team.
The Atom (Ryan Choi) The science expert, and with the local knoeldge of the spreading problem.
Blue Beetle (Jamie Reyes) The kid with the space tech. Part tank and part space expert, also brings the Reach's knowledge to the team via the Scarab.
Mary Marvel The straight up tank. Sure she brings extra magic to the team, but it's more in a physical way.
Ideally I'd love to see this written by Gail Simone, and I like the idea of a half mystical, half technological team. I feel that and the 50% split men to women, and adults to kids brings in a couple of nice natural dynamics.

The Skull and Bones society.
A team of villains who are tasked to operate silently, violently, and terminally, if the price is right. Think of them sort of like an evil A-Team, minus the van.
Dr. Fate - The grand mystery, spoiled here for the pitch, is who is secretly behind the team, it's backer as it were. Dr. Fate, escapes from Mordu's pocket realm that he went into with the JSA, twisted and skewed, only to find that somehow, he had escaped with the team years before. Questioning his identity, angry at being copied and replaced, he makes it his mission to not witness, but create his fate in the world.
He adds a powerful magical element to the book, and it strong and creepy enough to keep the rest of the team in check.
Icicle - My favorite JSA villain, the new Icicle knows who he is and what his place in the world is. He is a villain, and his acceptance of that without succumbing to madness makes him very dangerous.
He is often the field leader of the team, keeping them focussed on their mission and reigning them in when the rest of them go of half-cocked.
Prometheus - Ego bruised and with a huge chip on his shoulder, Prometheus' failures have taken their toll on his confidence, and he fights every fight agaist both his enemies and his ego. His cocky facade is washed away, and he ranges from distracted to dispondant before a fight.
But his skills are usable, and valuable to the team. Once he gets his head straight, though, will he be happy taking orders?
Toyman - Toyman is underused as a team player. I would like to think of him as an evil Marshall from tv's "Alias". Quirky, weird, but if you need a toy to pull off an op, the Toyman will give you something to play with. His lab is a cross between a evil genius' lair and a messy child's room.
Cheetah - She's simple. The stone cold killer. The blood-letter. Someone has to die messy? Cheetah sends the message.
Mirror Master - He's one thing that so many villains are not, reliable. Buy-able. Works at the right-hand of Icicle to keep the team's eye on the prize.
Fate, however, has him working on something, however, that the rest of the team shouldn't know about. If you were a copy, wouldn't you want to have the Mirror Master trying to help you out?

Batman and the Outsiders
Metamorpho
Wildcat
Red Robin
Red Arrow
Huntress - Helena Wayne
Batwoman - Barbara Gordon
The Question - Vic Sage
Black Lightning
Justice League International
Booster Gold
Guy
Ice
Fire
One of Jaime Reyes or Ted Kord (preferably Ted)
Martian Manhunter
Ralph/Sue
Note: This book would not be written as a typical "team book". Each of these characters has their own regular gig that they need to deal with. Rather the idea behind this book is to show how a group of former coworkers and close friends continue to interact with each other even when they are off doing their own thing. They would bounce ideas off of each other, gossip, and periodically meet for dinner and a beer.

You do of course realize that 5 of the characters you listed are dead, yes?
A book about Booster, Guy and Fire, just sitting in a graveyard. Sounds pretty morose...

Ice is alive (she's been resurrected for a while.) Ted may or may not be alive depneding on how you read Booster Gold 1000000 (and if not Jaime is alive and I'm willing to use him). I'm willing to use Ralph and Sue in Ghost Detective form as they've been presented in Batman and the Outsiders.
That leaves MM, where I'm willing to hope for a resurrection.

You can add...
Captain Boomerang II - The son takes on the cause, tries to make the name "Captain Boomerang" one to be feared again.
Tally Man II - Quiet and simple, he's a killer. You should fear the Tally Man, too.
