While I've noticed the writers are quick to point to the question of civil liberties (of people who go out into the street and start fights regardless of how noble their reasons) when dealing with the moral issues brought up in Civil War, I don't recall anyone touching the idea of making registering with the government like registering a gun.
Granted, guns don't think and feel like humans, but super powered beings are easily twice as powerful as your average gun. So why hasn't this side been given equal attention?
