I was just thinking about this, since there will be so many heroes running around both registered and unregistered, should there be a drastic visual difference between the two? Will the Registered heros really carry on wearing their old costumes? Should they?
I would personally love to see them (even if it's just for two years or so) in House of M uniforms. I really loved the design of those things. Am I the only one who feels that way?

just give them SHIELD insignia.
I think that's just enough as well. Have it designed into their suits either across the breast or shoulder.

Maybe they just need little membership cards. The kind with little video screens that also act as phones.
I swear, I've seen those somewhere before.

Eh, superhero costumes are good eough because they still have to maintain that part of themselves and doesn't give off as scary a vibe.
A special S.H.I.E.L.D. key or button is good enough to stay official without conforming/compartmentalizing all the superheroes into the standard S.H.I.E.L.D. attire.

Marvel needs to keep up the Superheroic appearance for licencing purposese, so of course they'll keep their costumes :D

just give them SHIELD insignia.
Then they can subtitle all their pro-registration comics Spider-man: Agent of Shield, etc.
