Highlight to Read Spoilers of Hush and the current arc going on in Batman...

Physically, Harvey Dent has been cured. The scars on his face given to him from the acid thrown by Boss Maroni where fixed thanks to the plastic surgery of Thomas Elliot aka Hush.

Mentally, it appeared Harvey was cured. He had helped Batman and Jim Gordon bring down Hush by shooting Elliot down resulting in him falling off a bridge.

Harvey also got the Joker released from Arkham for Tommy Elliot's earlier shooting. And also during OYL Harvey was Gotham's only vigilante, filling the spot for Batman.

Yet, as OYL we find out Harvey is still suffering from the Two-Face persona. And Two-Face persona wants things to return to the days of old. They tried doing the truth and justice thing now Two-Face wants things back.

How the hell is that possible!? Isn't Joker already convicted on like, 10000 counts of murder and evil and stuff? How can one false accusation get him released?????

Because the Joker was innocent, he didn't shoot Thomas Elliot, Harvey did the shooting twice. Once outside the theater (which Clayface) and the second was when Tommy was Hush and battling Batman. Joker was set up by Hush and originally Harvey so Batman would attempt to kill Mista J. The Joker for once was innocent.

And don't ask me I didn't write the story, Jeph Loeb did I'm just saying what happened.

I know you didn't write it, but it does seem pretty nonsensical

For the Joker to be released, it implies that he was out and free legally before he was aprehended during Hush. Ridiculous.

do you know how much bail has to be paid for 10000 counts of murder? a whoooooooole lot and rather than have joker escape endlessly, they just let him out on bail endlessly because he pays cash.

Yeah true, and haven't a clue if that is the case. After all the whole beginning has been messed up thanks to the writer of GK and Judd Winick's ways on how it all went down pre-Hush.
