that'd be a twist, another fairly minor villain everyone overlooks as the killer of other minor, overlooked villains
I don't know if it's the Charlatan or not, but I definately expect it's someone other than Two-Face.

Im really hoping that they use this arc to set up a 2nd or even 3rd string villain as the culprit and give us a breather from the more popular rogues in Batmans gallery.

It could be Az, though he never directly killed anyone except for when he was Azrael the first time. And even then he tried to atone for it.

Hush is currently kinda busy in the pages of Man-Bat, and somehow I don't see him and James Robinson really meshing together.

Considering the writer, I don't think it's going to be a first stringer rogue. He'll come up with something more creative than that. So a second or third stringer is probably going to be the killer.
It's making for every interesting ready either way.

Spoilers for Manbat and the finale of Gotham Knights
The writer of the GK said that he left it up to the reader to guess the ending of GK. Did Batman save Hush from the Joker? (that was the ending with Hush at the mercy of Joker, with Batman not appearing to step in and let the two kill each other). Well we know the answers since Manbat I guess takes place OYL, as Hush is also investigating the murders that Manbat committed and pays a visit to Flash Rogue Murmur.

if it's not harvey dent, are the clues leading to any other killer? i don't personally think so, but maybe someone's seeing something I'm not.
i hope it's not harvey, because that kinda kills the whole mystery of it--he's been the main suspect and all. but they haven't pointed toward anyone else really, other than this tally man fellow, maybe.
(which is also cheating a bit, since it deprives the reader of the fun of figuring it out, but I'll buy it if it's a cool enough twist.)

Wasn't this revealed in Detective #819? The new Tally Man.He may have ordered the killings, but he didn't commit them himself. Take a look at the last panel. That's not a double-barrelled gun.

I think the killer will be the Penguin. He seems the most likley as the dead villains were all people who wanted the Penguin dead. Hence, if he got rid of them, there is no chance them uprising if and when he returns to Gotham.

He may be the mastermind behind it, but not the man pulling the trigger. The killer's figure is much taller than Cobblepot, and there is no way the Penguin could face the KGBeast and Orca and come out in top.
