Montoya's first comic book appearance was Batman #475 (1992).

Bullock's was Batman #361 (1983).

Actually, I tihnk Montoya made her first appearence on B:TAS. Also, wasn't Bullock pretty much a crooked detective charater in the comics till his appearneces on the Animated Series turned him into a more a well-meaning cop with moral ambiguity?

How many other characters have made the crossover?

I know Harley Quinn is one... have there been many others?

Bullock was a crooked cop only in his first appearance back in the 70s. He was honest when Doug Moench brough him back in the 80s.

Lock-Up. Mr. Freeze eventually got an origin more comparable to the animated series' one. Batman Beyond made a cameo in Superman/Batman.

In the Superman comics, we have Mercy Graves and Livewire.

Montoya was created for BTAS but ended up appearing in the comics first, a few months before BTAS premiered. This was because it takes longer to produce an animated series than it does a comic book.

If I remember correctly (and, keep in mind, I've not read these issues in years), I think Bullock was in Mayor Hill's pocket during Moench's run. He wasn't really crooked but tried to trip Gordon up and was something of a mole.

Lock-Up? Detective 697-699, the 3 issue Batman/Wildcat mini, parts of No Man's Land, and IIRC the Villains United Special too.

Those were cool issues, I really liked the Dixon/Nolan run on 'Tec.
I distinctly remember one panel where Nightwing is being told via headpiece that lockup is an esacpe artist, and his shadow is right over nightwing. Class! :D

I just picked up the first comic appearance of Harley Quinn for 99 cents. Very good.
