When I was a teenager I was the biggest dork at times, but since I didn't give a fuck a lot of the time, I was considered to be "cool" for a time due to that. But since I'm usually an anti-social guy I end up messing all that stuff up.
I was cool in high school in that when I was in 10th and 11th grade I had a harem of 9th graders. Of course I fucked that all up too.
I guess I'm not cool after all eh?

Confidence and smoothness (i.e. lack of social and physical awkwardness) are often considered cool.
Too bad people overdo that, so often, by being confident without cause. Others applaud such behavior and promote the idea that it's cool to stick to your guns, even if your guns have got no ammunition.

As far as people go, Being Themselves is a big one.
As far as things... it just varies, and depends on the person seeing it. One person will think my tattoo is cool; the next will think it's "not cool." One person will think a Star Trek book autographed by all the actors and Gene Roddenberry is cool; another will go "how geeky!"
It's all in the perspective.
With people, I've often noticed that assurance = cool. Not being egotistical, just assurance. Think about the actors and/or roles many people say are cool. Nine times out of ten, it's someone who's got assurance; confidence... which often comes through in their stance and body language.

When I was in Indonesia, monkeys raided the hotel I was at. They looted the pool bar, and threw everything else in the pool. They weren't smoking(at the time) but those were some cool monkeys.

My gifted students think I'm cool. They are, however, eleven-year-old-nerds. When eleven-year-old-nerds think you're cool, that means you're actually just the nerdiest nerd in the room.
Emily has no delusions: She knows I'm a nerd. She's good at recognizing her own kind. Well, except she's a cool nerd. Yes, it's a paradox, but she's a genius, so my point nonetheless still remains moot.
As to what makes a person cool:
Sombreros. And even if they're not, who cares? What fun is being cool if you can't wear a sombrero?

There is only one thing that is cool....
Not giving a second's thought to whether or not whatever you are doing, seeing, wearing or thinking is cool in anybody else's estimation.
If you like it and do so unapologetically and without seeking or needing anybody else's approval, it's cool.
Fads come and go. One year it may be oversize pants, or walking around with your ass hanging out, or wearing your clothes backward. It may be gigantic glasses or thick black-framed ones or little frameless ones, or whatever. None of that matters, because all of those "cool" things become uncool overnight. The only thing that's cool is the attitude of the people who start these fads, and that attitude is "I like this and I'm going to wear it and I don't give a damn whether you like it or not."
In other words, trying to be cool is uncool. Doing what you like because you like it is cool. Making a point of being seen doing whatever it is you like is not cool, because that isn't about what you like, it's about being seen. Cool people don't care who's watching or even if anybody is watching.

I ran back to the tour bus, and three other monkies joined him and jumped on the roof of the bus and started banging on it, until a local man through rocks at them.
Those monkies were trying to start the species war, and that is cool.

My dad does that when he goes out in tracksuit pants (which hang halfway down his pants) and thongs, often singing a beachboys song to himself.
He fits your criteria of cool, but damn man, nobody could call it cool if they'd seen it.

On an unrelated note, my cat fell in the toilet today, got out, and started to cry. I thought that was cool.
Well actually, it was really uncool of the cat to do, and it sure as hell ain't sleeping on my bed tonight, but it made me laugh. So that was cool.
Telling stories about pets isn't cool though.
Not sure why I felt the need to share - except to show that even I have cracks in my coolness.

Also, really liking something isn't necessarily the same as thinking the rest of the world find it or you cool.
Like a lot of other human qualities, cool is not only subjective, but it's most meaningful when it's internalized. In other words, when YOU decide something's cool, you're not hurting anybody, and you don't require confirmation from anybody, there's something cool about that.
And there's really nothing wrong with caring what's "cool." Again, like most things, it's fine in moderation. It's the folks that go overboard that lose the most points.
Hell, most people who claim they don't give a damn about cool are only fooling themselves... and probably not even that.
