Theory about Arkham

It's one of those places where being transferred or promoted to is considered a punishment, where firing somebody would take too much time, paperwork and money.

Therefore only the moody, incompetent and just plain stupid are staffed there. If you are at Arkham and capable of doing your job, it's either coincidence or you've offended/embarrassed somebody much higher up the food chain.

In terms of the guards, yeah. Right on the money, I'd say.

In terms of the psych staff . . . I think there's also a mix of true believers, fresh out of medical/graduate school kids who're looking for a resume booster, and complete nutjobs.

You mean like Zatanna did to Dr. Light. Something tells me he'd have an objection to that. Not sure though, there's a small 10 minute gap that I can't seem to remember ;)
