Similar to the Top 10 Movie Deaths thread over in TV/Film. Same rules apply here. No one on my list has returned to life. Also pay attention to the word "Spoilers" cause if not some stuff maybe spoiled for you and then its tough cheese for you my friend.
The reason the list is 15 is because I originally had 20 but lost part of the sheet where 16-20 were written
15. General Septem (Gundam Wing)
14. Otto Lillenthal (Read or Die)
13. Ironhide and his crew (Transformers: the Movie)
12. Ben Dixon (Macross: Do You Remember Love?)
(I know thats not his name in Japanese. I can't remember his name in Japanese so I'll just use Ben Dixon for now.)
11. Tetsuo's Girlfriend
10. Roy Fokker (Robotech/Macross)
9. Legato Bluesummers (Trigun)
8. Kagato (Tenchi Muyo OAV)
7. Garma Zabi (Mobile Suit Gundam)
6. Count Cagliostro (Castle of Cagliostro)
5. Pierrot Le Fou (Cowboy Bebop)
4. Trieze Khushrenada (Gundam Wing)
3. Badolza (Macross: Do You Remember Love?)
2. Makato Shishio (Ruroni Kenshin)
1. Spike and Vicious (Cowboy Bebop)

What do mean by "dumb"?
I believe the other 5 were 2 more Gundam characters, a Ruroni Kenshin character, a Yuyu Hakusho villain, and I can't for the life of me remember #20

1. Macross - everyone in the world, with a few exceptions.
2. The End of Evangelion - Misato. She was probably my favourite Eva girl, and she went out the way I'd hoped she would: Telling Shinji what a dumbf*** he's being. But she doesn't just stop there, she kisses the kid. While she's bleeding at the mouth. That's just plain brutal. As if he wasn't traumatized enough already. Of course, that may have just been the right drive for him to get out there and... completely screw things up for mankind.
3. Excel Saga - Though it wasn't technically a death, so to speak, I thought it played out brilliantly when Excel was jumping joyously that she would be with Ilpalazzo again, and then he suddenly just pulls out his gun and shoots her in the chest. There was some powerful crap there.
4. Cowboy Bebop - Whe Spike said his most famous quote 'Bang' then Died(Did he really? I was confused,i just said that he's dead)
5. Fullmetal Alchemist - When Maes Hughes is killed by Envy, digused as his wife. What really set me off was the funeral scene, with his daughter crying to her mother for them to 'let daddy finish his paperwork'.
6. Trigun - The death of Nicolas D. Wolfwood. Poor Milly.
7. Wolf's Rain - Toboe and Julia(was that her name?) was cryable. Basicly everyone's Death in Wolf's Rain.
8. Berserk - Judeau - one hell of a valiant death indeed.
9. Mai HiME - Natsuki and Shizuru - aaaw - just, yeah, poignant and very sweet.
10. Gungrave - Harry shot Brandon like a gazillion times. Did anyone see his face when he was falling out of that elevator. That was the ultimate death scene.
11. s-Cry-ed - After Scheris used her Alter "Eternal Devote," and sacrificed herself to save Ryuho.
12. Silent Mobius - Wasn't his name Roy, Katsumi's boyfriend. I didn't expect that.

Maes Hughes (Fullmetal Alchemist)

Shocking Alberto (Giant Robo)
Just some of mine.
I completely agree with Shocking Alberto, my favorite Giant Robo character. Even while we worked for Big Fire and was part of the Magnificent 10, he damn sure wasn't going to allow his beliefs to be jeopardized by Emmanuel Von Fogler's quest for revenge. Plus, with his opposite, Taiso, having allowed himself to be killed, Alberto didn't exactly have much else to live for.
Greatest. Anime. Ever.

Anime and manga, in general, have great death scenes. I mean, even a show like Zatch Bell (the young girl in England and her "Yopopo" mamoto) and Digimon (Tamers and the death of Leomon) have some kicking ass death scenes.
Some other relatively recent ones,
Full Metal Alchemist - No question about it, Maes Hughes death should be on the list.
Trigun - Nicholas D. Wolfwood.
Chrno Crusade - Chrno & Rosette.
Foir me, its not just the death itself but the actual act itself and the reaction of everyone afterwards. For Trigun, the scene right after with Milly bawling her eyes out, Merle just covering her face in grief and Noggin-head just with the shades on and just looking at and then it ends? I swear, I wanted to start bawling my eyes out. Even in the next episode where we see Milly talking about Wolfwood and she's crying and trying to talk at the same time, Merle's expression was ME listening to Milly.
Someone has mentioned Hughes funeral, especially the young daughter who clearly doesn't understand why her Daddy isn't coming home. Right then & there, I wanted Envy DEAD.
As for Rosette & Chrno, seeing in flashback their last days together being happy and seeing them simply with their heads together? Boy did I start wiping my eyes and Rosette actually being scared of dying and Chrno comforting her that she wouldn't be alone is also a great part of their double death scene. As well, with the other nuns crying their eyes out almost made me start to cry.

That was #20 on my original list. I also remembered Byaku the Tiger from Yuyu Hakusho was on the list and one of the other Gundam guys was Ramba Ral.

Trigun - Woodwolf's death just because he was one of my fav.
Trigun - Legato Bluesummers just because he accomplished the one thing he wanted to do, which was forcing Vash to take his ass out.
Berserk - Judeau and friends, man that sucked so much ass that was a totally unexecpted turn around to an amazing show.
ROBOTECH: Ben Dixon/Roy Fokker, Commander Wolf - ROBOTECH as a kid was my very first exposure to anime, and when they died I felt really sad not because they died but because I wouldn't see them on the show anymore, it wasn't until I grew up I began to grasp death and what not it was then their death really mattered.
Naruto - Haku and Zabuza what a great way to end an arc, although I would of liked it if they survived, but if they had to go out, I'm glad they went out like that.
Rurouni Kenshin - Shishio holy shit imo Kenshin's best villian ever. An amazing character that gave an amazing fight. He took out Sanosuke, and Saitou out single handedly after they threw their best shots at him. And he fought Kenshin down to a virtual standstill going as far as using his lover as a shield and bitting Kenshin's neck and actually eatting his flesh! And even in the afterlife, his first goal was to overtake hell, you can't get any more badass then Shishio.
And I can't think of anymore at the moment.
