Crisis taking effect

I read that Aphroditie and the android Mekanique were holding back the full effects of the original Crisis for their own ends, after which they allowed it to finally happen c ompletely. Why (and how)were they holding it back?

The Infinite Man held back the effects of Crisis in the 30th Cenntury in Legion of the Super-Heroes. Mekanique & the Infinite Man did not want reality to be altered or changed.

what about Aphroditie? I heard she released her hold on the Crisis forces in Legend of Wonder Woman #4.
