The flag tatoo reminds me of some character from 20 years ago, Nuke. Can´t remember the whole story but i think there were tie-ins with Cap, Spidey and Daredevil.
Can someone deliver an update and maybe explain if Nuke (or the program he was part of) somehow fits into the current arc?

In Grant Morrison's "Return to Weapon Plus" arc, Logan accessed some computer documents that showed past participants in the overall "Weapon" program- Captain America and Nuke were both shown. (Cap was from the Weapon I program, Nuke some later one I can't remember.)

Yeah, it's Nuke. I called that long, long ago when Joey Q said "Give me a red" on Joe Fridays heh I'd just read Miller's DD so I recognized it instantly.
