Has this been mentioned in the comics anywhere? It really doesn't look like she does sometimes and that seems kind of stupid.

In the absence of evidence to the contrary, I always assume any costume with a loose skirt includes bloomers similar to the matching panties worn by cheerleaders.

I've seen her drawn with red underwear underneath the skirt.
