If I remember, wasn't he actually Superman? Superman was sleep-walking and acted like Gangbuster while asleep.

I don't think in the issue where Batman goes to metropolis you see Gangbuster, Batman, and Superman all on the same rooftop

Superman was the original Gangbuster, influenced by Brainiac to develop a split personality over feelings of guilt.

The second Gangbuster was Jose Delgado, a paralyzed man with an artificial spinal cord supplied by LexCorp that enhanced his reflexes. Jose dated Lois briefly.

As I recall, he left town when Superman died and was last seen as a substitute teacher in Fawcett City.

Actually, the first Gangbuster in Metropolis, shortly after the Post-Crisis Reboot of the Superman continuity, was Jose Delgado. Then he got his back broken.

The second Gangbuster was Superman, although he didn't know it himself for awhile. That was a particularly rough vigilante Gangbuster (and people wondered if it might be Delgado in a very bad mood, since he got a miracle cure to put him back on his feet somewhere around that time, as noted above).

Later Jose Delgado became Gangbuster all over again.

Then, around the time Superman was dead and buried, Delgado left Metropolis and - to the best of my knowledge - has never been seen in any Superman title since that time. Must be about 13 years ago now? Though I did hear that he turned up in Fawcett City in a "Power of Shazam" story.
