Could this be the 616 equivalent of the man in red with the video camera?

I think this is the Scarlet Centurion but I could be mistaken.

It's just a god, a radioactive guy, and a Hulk-level monster right?

Looks like a combination of Giant Man and Hulk, look at the size of him!

Think Loki had a hand in their creation (giving them powers)?

The coalition’s strike team is composed of the Ultimate Marvel versions of Crimson Dynamo, the Abomination, Vanguard/Perun, Dr. Chen Lu/Radioactive Man, Darkstar, Fantasma/Fantasia, and Steel-Guardian/Red Guardian, who is the group's leader. This "anti-Ultimates" team seems to be and homage to one of Marvel's old Soviet Union-based teams, “The Winter Guard", which was composed, at various times, of the same members. Only the Abomination appears to be a new addition. Ultimate Loki, who seems to actually be of divine origin, is aiding the "anti-Ultimates" for the chance to "cause mischief" with World War III.<<<in Wikipedia

More likely a flier. Look at the way the helmet is shaped. Bad for running, but with the head tilted back, very aerodynamic for flight.

By the way, as for kicking ass, the cover to #11...

From what I can see, a lot of members are from 616's Winter Guard and Supreme Soviets. The only members who seem to match what she possibly could be are Darkstar, Vostok/Sputnik, and Starlight. Darkstar seemed plausible, as they could give Darkforce dimension powers a Tech-based origin. Vostok/Sputnik seems unlikely, but they could have given him(it) an ultimatizing. Starlight seems possible, but the color scheme is all wrong. I'm perfectly willing to admit if I'm incorrect, but Darkstar seems most likely to me if they are following the trend.

Fantasma was a Soviet knockoff of the Scarlet Witch that used shadow magic. I remember her being in some old Cap and Avengers issues, but there isn't much about her on the net. I can post some pics if you want.
Darkstar is a bit more well known and has a bio here. (http://www.marveldirectory.com/individuals/d/darkstar.htm) An odd thing is that Darkstar's pose on that bio is almost exactly the same as the unidentified character in the picture above.

He's too pretty, right?

Although I'll say nothing in the matter until I've read Ultimates #10 :-)

My thinking is that Red Skull would be a much more vengeful spirit, hoping to see American carcasses flying everywhere rather than the calm dude that said he did it to bring the World to a more even playing field. Maybe i`m wrong and Millar is just more clever than me. :o

I think I prefer Millar's interpretation, rather than a cliche supervillain who hopes to see "American carcasses flying everywhere"...
